    A portion of Vine Street would get a new look and about 100 more condo units would be developed in Over-the-Rhine, under the latest proposal by Cincinnati Center City Development Corp (3CDC). The nonprofit development group wants to spend $29.5 million to transform vacant buildings along Main, Vine, Pleasant, Race and Republic streets into 108 new condominiums and about 15,000 square feet of commercial space. Some of the sites 3CDC wants to renovate would be adjacent to the fledgling Gateway Quarter on Vine.     The Shawnee Place renovation project in downtown Springfield received a financial boost from the Ohio Statehouse Wednesday. Authorities from the Ohio Housing Finance Agency announced a $250,000 loan to help renovate the historic building. All 84 units are designed to meet the needs of senior citizens and residents with physical limitations. Earlier this year, the project was granted $996,426 in federal housing tax credits. In the spring, Cincinnati-based The Model Group plans to start a $14.1 million renovation of Shawnee Place, a nine floor, 96,000-square-foot property on East Main Street. The project includes a new kitchen and flooring for all 85 units, new carpeting throughout the building, a new elevator and some plumbing and HVAC updates.     Four probation substations have opened in Cincinnati neighborhoods since 1999. Soon, the city will get two more. There are plans to open a substation that will serve Avondale and North Avondale, where two weeks ago a man was shot to death at a youth football game meant to promote peace.
